  1. Acquire most recent mission-organization interaction model.
  2. Review the model to identify essentially multiple organizations accomplishing the same mission.
  3. Determine if the duplication results from mere decentralization and or duplication with or without conflicting accomplishments.
  4. Determine if it's politically expedient to consolidate duplicate accomplishment of missions into more concentrated single-mission organizations.
  5. Determine features, advantages and benefits from organizational consolidations.
  6. Determine drawbacks from organizational consolidations.
  7. Determine range of alternatives for organizational changes relative to mission accomplishment.
  8. Publish a comparison of the original mission-organization model and the range of alternatives of mission-organization re-engineering including features, advantages, benefits, efficiencies and effectiveness of proposed changes.
  9. Republish proposed mission-organization alternatives to enterprise stakeholders for their review and input.
  10. Receive review and make appropriate adjustments.
  11. Publish selected mission-organization alternative and develop project plan to accomplish changes.
